United to Lead, to Promote, to Secure, and to Defend

NEW ORLEANS — Delegates to the 2025 National Staff Organization Representative Assembly have selected Kelley Clouser of Pennsylvania to serve as the union’s next vice president of program. Clouser was chosen by representatives from NSO affiliates nationwide during the organization’s annual meeting, held in New Orleans, Louisiana.

Clouser assumed her new leadership role immediately following the adjournment of the assembly. As vice president of program, she will oversee several of NSO’s cornerstone initiatives, including the Winter Advocacy Retreat (WAR) and Coordinated Bargaining Council (CBC) events. These programs are critical to advancing NSO’s mission of empowering union staff and strengthening affiliate capacity across the country.

“I am excited and incredibly honored to have been elected vice president for program,” Clouser said. “I really wish every rank-and-file member of NSO knew that NSO is their union — for them.”

Clouser, who currently serves as Region 2 director on the NSO Executive Committee, previously served as president of the Pennsylvania State Education Association Staff Organization. 

Union leadership is not new to Clouser, whose focus as vice president of program will include reinforcing state-level support and developing both virtual and in-person assistance for affiliates. “Some of the greatest joy I have had as Region 2 director was supporting my affiliates,” she said. “That will remain a top priority for me in this new role.”

NSO President Brad Darjean praised Clouser’s election and her commitment to advancing the organization’s goals.

“Kelley brings a deep understanding of member needs, a tireless work ethic and a bold vision for our union’s future,” Darjean said. “Her leadership will be instrumental in strengthening NSO’s programmatic support and deepening our impact nationwide. I am proud to welcome her to her new role and look forward to working together to advance the mission of NSO.”

With Clouser’s election, the Region 2 director seat on the NSO Executive Committee is now vacant and will require an appointment.
